Different people at IfL seem to be giving different responses to this question:

Will IfL accept expressions of intent for Professional Formation after 31 May 2012?

I have spoken to three different people at IfL, all within the section that handle enquiries about Professional Formation, and been told NO by two and DEFINITELY YES BY one.  Then at 21:41 last night, 22 May, I received this email:-

Dear Nigel

 Thank you for your email.

 The report you refer to is an interim report, so we do not know to what extent it will be implemented; we may know the outcome in July/August. With such uncertainty we are unable to accept further expressions of intent after 31st May.

In my-unimportant-opinion, QTLS will stay (as it has just been accepted as a qualification for the school sector), but we cannot predict whether this will still be achieved through professional formation.

But, as I say, this is just an opinion- nobody knows what may be decided.

Therefore, I’ll leave it up to you to decide, however, my advice would be this:  If you need to achieve QTLS / ATLS under the current regulations, i.e. you joined the sector and qualified after September 2007, then ensure you go on-line and formally express your intent to IfL by the current deadline of 31 May 2012.  This gives you until 31 October 2012 to complete your webfolio using Reflect.

Remember, if there is even a remote chance that you may wish to teach in the schools sector, then QTLS is essential!

As the situation stands, the current regulations are under consultation which closes on 4 June 2012. Once the report from the consultation is published, the government will make their decision about whether or not to revoke the regulations, which are currently in place until at least September 2012. IfL is holding an online broadcast today at 4.30 to discuss many of the issues raised in the consultation to date. You can find further details here: http://www.ifl.ac.uk/about-ifl/the-future-of-ifl

This means that until September, the regulations remain and so this is why we have been able to keep the expression of intent window open until 31 May for those who have gained their ITT qualifications to go ahead and apply for QTLS and to send in their completed webfolios by the end of October. These will be reviewed in November and notification will be released in December.

The next expression of intent window will open as usual between 1 September and 31 October so that those who want to apply for QTLS will be able to send in their completed webfolios by the end of February 2013; their applications will be reviewed in March and they will receive notification of the outcomes in April 2013.

Depending on further negotiations with BIS, it may also be possible to open the final expression of intent window between 1 December 2012 and 31 January 2013, so that the deadline applicants will be working towards would be Summer 2013 i.e. 30 June 2013; applications will be reviewed in July and notification released in August 2013. We will keep members informed as details are confirmed.

It should also be noted that the equivalence between QTS and QTLS has now been embedded in the legislation (since 1 April 2012), so that whatever the outcome of the consultation, that will remain for all those who already hold QTLS.
